With a Hideout you can use that same area as a base camp, or you can go anywhere you want. The biggest advantage of using a Hideout is that when you are not playing the game you can use it as a storage unit for all of your stuff. While there are no quests associated with your Hideout you still have items in the Hideout that you can take with you from one location to another.
You can place the Hideout anywhere on the map, as long as it is within view of a player. Your Hideout can also be anywhere in the world, as long as it is accessible to someone else. You can use your Hideout anywhere you want, so long as you know it is on a map that is visible to the other players. If you're not interested in using your Hideout as a hideout, then you can just use it for storage.
